In that version, it is deliberate; Shorewall (IPV4) saves/restores *all*
ipsets when SAVE_IPSETS=Yes.

Also I was looking at:

It states that dynamic zones can be used with other zones. I am
inferring that you mean the same type of zone loc and loc, not loc and net.
 As it does not state that specifically, but  that is what the example
shows. You may want to update that info on your web page.
