Sorted, after months of frustration. Installing Shorewall from the repository on Mint 18.2 fails to enable the systemd shorewall service. Fixed by typing: systemctl enable shorewall.service
This may also apply to Ubuntu and Debian as Mint uses the Ubuntu repositories.
