Of course.
As a software I use hostapd+dhcp and as a hardware mpcie Qualcomm
Atheros AR9380 AR5BHB112 card:

In my 'Ubuntu server' 17.10 adapted as a home router/server I set this
card as 802.11n/2.4GHz
