I think I will need to figure out a test to answer your questions directly. What is known is that PING, SAMBA, SSH, etc. . . all work for devices on the 192.168.x.x network that are connected via the same switch as the firewall, but devices that are also on the 192.168.x.x network but are connecting through TPLink Deco WiFi Mesh access points do not work.
This is why I originally did not think it was necessarily a router/firewall issue as I can perform things like PING to devices that are not the firewall/router and are on the 192.168.x.x network (unless said device is connected to a wifi mesh access point).
I just assumed the magic stuff I don't know about going on inside the mesh access points would just work as expected since outside of VPN Clients everything on the 192.168.x.x network can PING, SAMBA, SSH to one another regardless if it is a wired are wireless device.
