Of course if the batch processing ability were there wouldn't it be trivial to select all photos with one or two stars and run said action on only these photos? i.e. make it a "compress selected photos" action, and then use the existing selection scheme to complete the action.

not think it is the correct approach for this specific problem because
the OP was looking for a batch-processing operation not something that
is triggered automatically (you do not want to downsample/delete any
data just by giving an incorrect rating). This would be more something
like the "compress presentation" plugin in LibreOffice. A general
possibility to add "batch processing" plugins to shotwell would
certainly be nice.
