Didn't seem too unclear to me. He wants to be able to apply tags to events, independent of the ones applied to photos, and unless I'm mistaken just handled/stored within the database not in the photo's metadata. In his particular case they would be used for a kind of primitive workflow system for events, but I imagine others could come up with other uses for them.
