This looks like shotwell uses the wrong data structures for the tags...
Perhaps it's exacerbated now that shotwell can handle tag hierarchies.
So me dragging a tag bundle from one location to another probably
results in a large number of tag reassignments. Ironically this is
something that f-spot does pretty quickly. I think, from my experience
watching the debug output, that it queues lots of things up, so it does
them on-the-fly in the background while the user gets on with other stuff.
