I'm also a little confused on this. I haven't noticed this behavior on import at least. I find a program named exiftool is very useful for looking at what's in there.

Now, I feel that I've got egg on my face. I jumped to some conclusions. It only deletes all of the camera data; make, model, ISO, Aperture value, exposure time, exposure program, exposure bias, exposure mode, meter mode, light source, white balance, focal length, contrast, flash, ...
It does preserve the original creation date and time, though.
I guess, seeing as the pic has been altered and is no longer as the camera created it, Shotwell may be doing the right thing. Although, I'm used to GIMP preserving all of the camera information but the software and date entries. I'd rather Shotwell not delete all the original camera information.
