So to rename images that I have tagged in shotwell (or f-spot), I would export the files to a directory, then delete (move to wastebasket) the files in shotwell. After renaming them outside shotwell, I then re-import them, selecting 'Copy' rather than 'import in place'.
I've just thought of a snag of doing this with shotwell. The tag hierarchy in f-spot was always 'remembered' on re-import, and I've always assumed this is because f-spot does not allow the same tag to be used in more than once place. So on import, the tags can only be in one place in the hierarchy. This is not the case with shotwell. An interesting puzzle. Perhaps I need to stop concentrating on content-rich filenames.
