Aha, found the information I was looking for here:

I created a file called /etc/dconf/profile/usertest that contained a
single line "usertest", and start shotwell like this:

env DCONF_PROFILE=usertest shotwell --datadir=$HOME/.shotwell_test

and I have separate settings to use for testing purposes.
