Unless I'm mistaken, if you've got the "save metadata to files" setting
enabled, then rotating the photo should update the exif Rotation value i.e.
it should indeed be "permanent". Whether any specific other application
will pay attention to this like it's supposed to, I couldn't say. But if
they don't, that's cause for a bug report to the other app rather than an
enhancement request to shotwell in my opinion ;-)
