I'm pretty sure that's what's happened, although I suspect the embedded file
data is mostly non-hierarchical, and my photos are by no means consistent,
covering several decades and a multitude of subjects and tagging
conventions.

But it's a moot point. The question is how to best go about tidying things
up. I'm in no great rush at the moment.
I imagine that someone more knowledgeable than myself could produce a
simple script to remove all tags from the photos.  Then presumably the
old db should work correctly with the new version.

It might be a lot easier than I first thought. A few tests on example jpegs, using exiftool and exiv2 -pa 'before and after', make me think it might be as simple as:

    exiftool -r -overwrite_original -Subject= -Keywords= /images

(these spaces after the equals signs are important - there's no option for deleting or removing tags, they have to be set equal to null).
