This is one of the areas where Shotwell needs a bit of improvement. It
tries to pre-cache the next and previous couple of photos when it's in
viewer ("direct") mode, and the arrows don't appear until after that takes
place.
That strategy works fine for small images, but for large files it's a real
pain. If you let Shotwell sit there for a few minutes it will *eventually*
show the arrows -- but that's clearly not the ideal user experience.
