Ah, I misspoke; I see what I've done.

If a title has two ' characters in it, you'll get the behaviour I saw;
if a title has exactly _one_ ', it'll fail to upload.

If this was working before, but it's stopped, it may be possible that
something has changed on the remote end; either way, we need to
address  both cases, as this is clearly not what the application
should be doing.
