Jaakko, What you're describing is something we've long thought about. Tag management is a complex beast, and there's a lot of fine detail work getting it right.
In general, if you want to propose a feature or report a bug for Shotwell, go to http://redmine.yorba.org/projects/shotwell. You'll need to register an account to add or modify tickets. We do have two tickets on this subject: http://redmine.yorba.org/issues/3715 http://redmine.yorba.org/issues/2382 Feel free to comment or watch these tickets for developments.
