Is this really true? Fedora 18 was released back in January.  

Fedora 18 has these packages available:
  gstreamer1-devel 
  gstreamer1-plugins-base-devel 

But these are not in Fedora 17 repos that I can find.  Is it safe to install 
these packages from the Fedora 18 repo on my Fedora 17 machine?
