Had the same problem. The solution is
1. Edit the ebuild - its in /usr/portage/media-gfx/shotwell.
2. Delete the two lines
--disable-schemas-compile
--disable-icon-update
under pkg_setup() section
3. Put the ebuild back into the manifest
ebuild shotwell-0.14.0.ebuild manifest
4. emerge shotwell
That should solve the problem.
