According to the Gentoo handbook keys in quotes are ASCII and keys not in 
quotes are hex:

> http://www.gentoo.org/doc/en/handbook/handbook-x86.xml?part=4&chap=4

So it may be that sometimes the quotes are needed (to indicate an ASCII key) 
and sometimes they must be omitted (key is given as hex).
