Given that SHR has never relased anything yet, there is no process in place. But yes, building the thing is certainly part of the picture. Before becoming a release manager, I would recommend to work your way up the hierarchy :-): Build the sources, discuss on IRC, contribute patches, go through open bugs and drive them through their life cycle. Test if bugs still apply in new versions etc. Once all bugs that have been assigned to "milestone 1", the SHR developers have expressed that they would be willing to actually "release" something as stable.
