Hi,
I had same idea few days before, but without web interface/portal part
and implemented as SHR-settings extension module. Although cooperation
between SHR (or OpenEmbedded) repository and opkg.org as wiki-like
community reviewed application directory would be great improvement.

Some implementation thoughts:
Applications should be automatically imported from SHR feeds.
Also applications should be sorted and filtered by sections, which are
already implemented in opkg.[1]
Popularity Contest like in Debian would be nice feature.[2]
Fortunately somebody already started it.[3]
