make setup should create this dir. If you had to create it manually, then make setup didn't do its job in the first place. Just repeat that command.... it is not dangerous. I mounted a partition to /mnt/oe and tried to build there, but it didn't work. What did work, was to mount it as /home and I created a dir in my home dir and was able to build.
