I did also try sometime ago with the same result as you get, swapon 
takes ages. I dropped it and does it some way like someone else suggested.
Do a opkg install in small portions:
1. First I stop frameworkd '/etc/init.d/frameworkd stop', just to be 
sure to have enough memory
2. Install all frameworkd files marked upgradable
3. Rest of my application marked upgradable
4. All kernel related marked upgradable

So far it has worked fine, a little slow but it works :-) and it's not 
as annoying as having to re-flash because of the fork failure!!
