I think this would be difficult - how would you detect for any application if 
it is just writing a track log?
IMHO this should either be done by the application (request CPU) or as a 
workaround you set it with fsoraw in the corresponding desktop file.
If you are doing in a desktop file, your phone will never suspend though as 
long as the app is running.

I am just writing a very simple GPS logging tool. It does not have (and will 
not have) any maps. Just log to a CSV file (start, stop and split log).
It does already have the possibility to enable GPS and CPU whilst not logging - 
so you can decide if it should suspsend or not while _not_ logging.
When you start logging, GPS will stay on and it will not suspend.

I'll probably publish this week.
