As suggested on this list, I was able to fix this by
mv /etc/X11/Xsession/90shr_elm_softkey
/etc/X11/Xsession/89shr_elm_softkey

I confirm this. /usr/bin/shr_elm_softkey starts but there is no
shelf...
sorry, having just fully-upgraded again this is still a problem, and
it's making the phone virtually unusable as i can't close any windows.
Same here.
Now, the shelf features three buttons -- left arrow, X, right arrow.
None of them seems to actually do anything to the current
application. When tapped, the shelf just slides back.
is there anything i can do to help you find the cause of this?
Try to tapp button rapidly two/three times befor shelf hides :-) for me
it works that way.
