Unfortunately I already tried to turn it on using Settings and fsoraw too.
fsoraw command return me:

# fsoraw -r Bluetooth -- sh -c "sleep 1; hcitool scan"  
BusyBox v1.16.2 (2010-07-18 10:38:47 CEST) multi-call binary.

Usage: sleep [N]...

Pause for a time equal to the total of the args given, where each arg can
have an optional suffix of (s)econds, (m)inutes, (h)ours, or (d)ays

Device is not available: No such device
