I think no ticket is needed. Looks like you did not untar the image with
the --numeric-owner option. This is needed as otherwise permissions may
be borked which has exactly this symptom (dbus-activation not working).

Please retry and give tar --numeric-owner as additional commandline
argument when unpacking the image to your SD.
