Dear Ebrahim
Siesta itself is a ground-state DFT code. It mainly gives ground state
energies,
and derivatives w.r.t atomic positions and cell vectors, and things you
can get
from there. (It also gives KS eigenvalues as a typical DFT byproduct.)
