Hi, You do not need to modify the downloaded pseudos (in the SIESTA site there are LDA and GGA).
If you want to generate your own pseudos (i.e. vdW) you download the INP file (from the same page of pseudos), modify it accordingly and generate your pseudo using ATOM program (come with SIESTA sources). Also, you can test the generated pseudo using scripts in the SIESTA source folder.
