To Siesta developers:
  We are trying to build siesta with spack locally in HPC environment (Texas 
Advanced Computing Center's Stampede3). We get the following error of not being 
 able to load the pexsi package even though it exists in version v2.0.0 in the 
'siesta-project' repository.
