sure you can, lots of stuff are "secret" registry things that you have
to hack. Windows being commercial is less configurable in that sense
because M$ is less forthcoming about what you can tweak and what you can.
That doesn't mean it can't be done, remember the software motto,
"It's software, anything is possible"

that's untrue. Microsoft makes all their employee read (or pretend to read)
several books on programming. There were tons of philosophical debates over
C++ style, COM conventions, etc. Secondly, if that's true, then all those
companies that make testing tools like Segue, or mem leak checkers like
Pure/Atria are just preying on our stupidity in not coding it perfectly the
first time.
