I don't think they will allow you to use mail.utexas.edu as a mail relay.
Besides you can use your own machine for outgoing SMTP,  and as far as
incoming   unless you want to create your own mail domain you can just
check it off of mail.utexas.edu.  If you want your own mail domain and have
a static IP/Connection then just setup the correct dns MX records to point
mail to it.
