I remember back in '98 when Joseph W. DeVincentis wrote:

I was about to say this too, but I looked at the lilo.conf manpage,
and you can indeed have a global append= ... line. It becomes the
default. This is also true for a couple of ither parameters like
read-only, vga, root, ...
