Hmm, from the README file:

if($CLASSPATH environment variable is set)
        Look at $CLASSPATH, where $CLASSPATH is a
        colon-delimited list of <path>/<jar-file> entries.

I seem to recall having to set my CLASSPATH to
/usr/local/netscape/java/classes/java40.jar

I can't check for sure, as I abandoned 4.5 after it kept crashing much more
frequently than I liked, especially when trying to use the Mail component.
