It' s precisely because you did use DHCPCD that your IP address didn't
change.  If you look in the hostinfo that dhcpcd produces, you'll see a
leasetime and renewaltime values, your IP lease is up in leasetime and
you'll be asked to renew in renewaltime.

As long as you renew every renewaltime seconds, you will just keep
extending your lease.

I can't talk to your questions about resnet and their policies.  If you
determine that you can request the static hostname that's your best bet.

If not, you can go out to ddns.org and sign up for a hostname from them --
they should have a little script to put in your dhcpc-done script to 
let their servers know your new ip address should you get another.

I use something similar for my dhcp'd address on RoadRunner (Time Warner's
broadband service (cable modem)).
