limits in your httpd.conf
order deny,allow # to process deny first
allow from all
deny from .offender.domain
[ IP or other may be used here ... if you have a default apache install,
you can go to http://127.0.01/manual/mod/mod_access.html for lots more
details. If you don't have a default apache install, you might look in
the distribution for the htdocs/manual directory]
