I asked this question a while back on this list and the replies I
recieved indicated there is no secure tn3270 client for Linux but there
are ways to access UTACCESS from Linux:

1. telnet or ssh to an AIX machine and run tn3270 there 

2. run the windows version of tn3270 using wine
this works fine for me using the 980329 version but later versions will
probably work as well. I couldn't get it to work with earlier versions or
wabi.

3. Use the web pages instead. I think most if not all the
information/functions (IDA, renew books, class schedule, UTCAT, etc) 
on UTACESS are available on the web if you have an EID.
