Make sure you load the appropriate modules with correct arguments.
I think there are four - videodev, i2c, tuner, bttv. Some require certain
"card=x" or "tuner=y" arguments specific to your tuner hardware. Debug
options are also helpful.
I have an STB TV PCI (bt848) that worked after much hassle - was using
kwintv on KDE. Docs on xawtv site are helpful, too.
Formatted my box, so I don't have the original settings that worked for
me.
