Depends entirely on what you want to do with it. If it's anything
other than QuakeIII, the Matrox G400 is generally the fastest and highest
quality at a superb price.

If it includes fast-QuakeIII, then the Voodoo3, TNT2, and
G400 are all possibilities. Right now, windowed-OpenGL is best supported
under the G400 drivers, under active development involving John Carmack.
(The G400, with good drivers, is also roughly as fast as the TNT2.) The
Voodoo3's give good full-screen performance, and the TNT2s have a crummy
driver released this past summer, but getting proper drivers with decent
performance is a ways off right now.
