is the man page suffix .1? or .2?  let's say it is tcpdump.1,
put it in your /usr/local/man/man1 directory (or make that dir
and put it there) then just try:
man tcpdump or man 1 tcpdump if you have multiple
tcpdump man pages in man2, man3, etc.

This worked, thanks. Unfortunately I'm not finding anything that's leading
me to a possible solution. ipchains -L lists nothing... I'm completely out
of ideas.
