first of all, send us the .procmailrc file.
set the VERBOSE variable to anything.
(i.e. VERBOSE=yes at top)

send yourself a message that should match a filter then run
procmail -m experiments.rc <test.mbox
where experiments.rc is your test .procmailrc
(alternately save a message including headers into a file and sub for
text.mbox and that should work.)

Make sure permissions are 644. (if group/world have greater permissions
most procmail installations will not use it- security risk.)
If you can look through the log... I forget which it is ... I am guessing
/var/log/maillog.
