1) Well you don't really need to "make" it bootable. CD1 is bootable,
just burn the ISO and you are good to go. 

2) Ensure you got CD#1.

You might want to make sure the ISO size is the same as that reported on
the download and the file you burned onto cd is not corrupted in anyway.

I was trying to install Mandrake 9.0 on my computer just now and I
burned
the CD 1 ISO image and made it a bootable using the cdrom.img file I
found
on the FTP site and stuck it into my Cd-rom drive expecting that it
would
install correctly and it brought up the Mandrake screen and brought up
the
installation/upgrade window alright but it told me that CD didn't seem
to be
a Mandrake Linux install CD and was wondering what the problme might be.
