of course you can do that with Sikuli.
For the data access you have the csv module as well as the xlrd.
Wether Sikuli is the right tool depends on, wether the web page GUI is
easily controllable with Sikuli's visual approach may be augmented with
key actions.
When data entry on webpages is the main aspect of the challenge, then
Selenium should always be taken into account, either completely or as
companion.
