RaiMan proposed the following answer:
App.open() can be called as many times as you like.
It just tries to open the applications the same way you would do it manually
form a command line or from the dialog you get using Win+R.
Again:
Sickly does not know anything about apps and GUI's it is just pixels.
The App feature is just a (poorly implemented) compromise to add some features
to control applications and (with restrictions) their windows. The features are
different on Windows, Mac and Linux.
Hence it is a "just take as it is" feature (works or not ;-)
