This pretty much sums it up, doesn't it: "very important". In some countries freedom of speech is a fundamental right, in Australia it is "very important". Also mind the word "designed". The fact that the policy is not designed to curtail free speech, doesn't mean it won't do so. Just like guns aren't "designed" to kill high school kids. I'm sure the government hasn't heard of the term "de facto design": that what happens when you have no design" [loosely quoting William McDonough]. The de facto design of this filter is censorship.
