Hi there Scott, As someone who runs a large web application development business, I think you would be better off building out on a platform like BigCommerce or Shopify et al for that kind of money.
You could definitely get something custom built, but once you custom build, you always need to custom build, there are software patches and upgrades take into consideration over the years. You can find implementation specialist free lancers in any of the e-commerce platforms that can make the site look fantastic, give them a chunk of your cash to get it looking awesome and save the rest of the money to pay for the store for a year or two.
