A better idea is an island nation, none of these can be implemented on a geographical basis but instead need implementation on a federal/nationwide basis eg like Dubai etc.
I’ve often wondered what would happen if 5 or so tech titans decided to move to Fiji or Samoa or some other accommodating island, purchase their own satellite (or tap into one of the existing en-route fiber points) and then just bliss out remotely delivering apps/code/startups that are totally based in offshore countries but not time/location dependent for their development.
