I don't see anything different to AWS, Azure and Google standard approach 
(and now AliBaba) of addict them whilst young and milk them when growing. 
Look at gmail + goggle drive of $5/Gbyte per month ... apparently not 
responsive to market competition as hasn't changed for years. I would like 
to think to support local IaaS providers (shoutout to OrionVM here) if the 
price differential is not too great.

Ultimately (if the telcos have any sense) it is a numbers game and economy 
of scale works in favor of specialist providers who can innovate faster 
than their peers in making it easy to deploy Docker images or other VM 
containers. Oh ... and the new trust-to-trust systems coming out.
