Just sent them a quick question.  Not sure if they only take completed 
manuscripts, or whether a pitch / outline first is what they’d need before they 
decide to read an unsolicited manuscript.

Just saw this. I don't know anyone who specialises in pulp fiction. But 
Jacaranda, Kanishka etc who work with fiction likely will represent pulp too...
