Yes, but if Wikipedia has it right, that rule came into effect only
for people born on or after July 1, 1987. Anyone born in India
between 1950 and 1987 is Indian regardless of parentage.
So by what mechanism does anyone born pre-1987 get issued a stay
permit instead of a passport?
Anyone born between 1950 & 1987 in India is an Indian citizen, but not
necessarily an Indian national. Only nationals are entitled to
passports. At least, that is what I understand from reading the
Wikipedia articles on Citizenship and Nationality. The two articles
have only increased my confusion about the two concepts, I admit :)
