Kill standby and wall warts -- a switchable power socket is enough
for that. Outlaw incandescents, halogens included. 

Did you knew that HQI (metal halide) does up to 115 lumen/W 
(24% efficient)? Look it up on eBay, that stuff is cheap.

And LED's, I totally dig LEDs.

Another thing: home insulation. Solar collectors for heating water.
A wood oven which can also burn coal.
